Wiper problem

I have the standard 2 speed wipers in my 80 Trans Am. The wipers move fast in both the low speed and high speed switch positions. Would this signal a bad motor or possibly a bad switch?

I know how to remove a stock one, remove the cap and then the c-clip. I just don't want to screw up the shifter trying to get this one off. I'll take a better look at it later.

Yes, I have the relay and resistor and everything is grounded. The problem is the red wire coming off the relay connector is not connected to anything.
