The paint inside the head is probably Glyptol. Its a sticky oil resistant paint used on electric motors. It makes the oil drain back down into the sump quicker.

That AIR pump might be worth something to a California GTO owner. Probably a 400 too, the best block.

I think the 4A on the outside exhaust port on the Olds engine means its a 403. The Performer saves a few pounds and costs a couple hundred dollars. But they don't add any power. Still not a bad...
