67 GTO intermittent shock when using horn

I am at a loss. My 67 GTO horn button intermittently gives me nice shocks. I know that the wire to horn button is a ground but I am not sure where to look to stop this.

Battery charging help on 1967 GTO

I have checked the whole charging system and I am at a loss. Alternator and regulator are working fine with a 15.8v output going out of battery bolt on back of Alternator and #3 connect on regulator...

I am not concerned too much as I own this car about 9 years. Totally rebuilt and it was going into shop for a black 2 stage urethane ppg paint when a seal blew in the power steering box....

If I replaced my stock 1967 GTO fenders with replacement fenders would it hurt the cars value?
Or am I better off trying to get my wavy stock fenders straight and rot taken out?
