I have to ask, did you use the same machinist each time you rebuilt the engine? Gapless rings are a little finicky I know I have used them in the past. They need a special finish to work correctly....

I think for sure the rubber plug should be cut so crankcase blowby gas can escape at higher rpm. Hopefully, that is what is causing the issue.

There are only 2 things that can make the dipstick pop up. One is physical contact with the stick for some reason. You should see witness marks on the bottom of the stick somewhere or a bent stick....
