The brown wire is the signal for the tachometer off of the coil negative. It has an inline fuse to protect the tachometer, I seem to remember it's a pretty low value like 2 amp.

This is a fairly common problem with Pontiacs, always has been. The head bolt with the 3/8 inch lug should have a star washer on the cable end. Many times this washer is omitted during service work....
